Job Description

  • To provide support to the Development and Construction Division in all aspects of safety, occupational health, safety and environmental issues for VSIP's construction project during tender stage and construction stage
  • To provide support to the Construction Department on the implementation of Company-wide HSE initiatives e.g. ISO 14001, OHSAS 18001, etc
  • Regular monitoring on Health & Safety Practices of the contractors. HSE officer(s) perfoffi1s supervision at the construction site every day to monitor and report any breaches on the Health & Safety practices by the contractors. The HSE Officer requires to have a good understanding on the health & safety practices required by the Vietnam Laws.
  • Overall in charge for housekeeping (especially for building construction) and must be competent to inspect the high-risk activities such as Excavations, Scaffold, Formwork and Support work, all lifting machinery and lifting tackle, Portable electrical tools and immediately bring to management's attention any serious deviations that may have being noted.
  • Incident Reporting on Health & Safety during Construction. Any incidents pertaining to health and safety will be reported to Assistant manager or Development Director and escalated to the management. Investigation will be conducted, and final report will be presented to the Board.
  • Transfer of liability arising from Main Contractor due to Construction Health & Safety lapses. In the contract that are signed between VSIP and the main contractors, the principal contractors are held liable for any lapses in the health & safety practices for all the site personal within or surrounding the site boundary area.
  • Safety officers must be able to set up SHE system for construction team and provide training for all VSIP's construction staff and contractors' staff on Construction Health & Safety before involving any construction work or project. Joint trainings by main contractor's HSE officer and VSIP's HSE officer are conducted as and when needed to create staff awareness of the health & safety practices to reduce the number of incidents and injuries Periodical meetings are held regularly between in-house project teams, consultants and sub-contractors to surface and address operational issues.
  • Periodical site meetings between in-house project teams, consultants and contractors to review progress, surface any areas of concern throughout the construction progress such as default or non-performance of contractors and HSE incidents; and to promote pro-active controls in the operational flows and other issues.
  • Ensure no contractor or sub-contractor is permitted to work on site without being in possession of a safety file. Contractors must then be advised by the HSE officer to compile the correct documentation based on their scope of work
  • Safety officers must be able to compile a risk assessment, safe working procedure and method statement from scratch and on-going basis identify and evaluate the risks to which employees may be exposed to, evaluate and analyze the risks identified and ensure that these risk assessments are then communicated to the work force.
  • Safety officers must be able to compile a fall protection plan that is to be implemented on every project. As conditions differ on each site the safety officer must prepare the fall protection plan and ensure it is strictly implemented, amended and maintained as required.
  • Conduct regular fire prevention and construction facilities inspections with findings documented and reported to management.
  • HSE officer must be able to carry out pre-evaluation and post evaluation on contractors performance in term of safety for infrastructure project and building construction project
  • Ensure all safety signs and notices are prominently displayed on site.

Job Requirement


  • Experience: At least 10 years of industrial construction safety experience managing project safety.
  • Have knowledge in ISO 9001, ISO 14001 and OSHA 18001 is highly preferred


  • Must have good written and oral communications in English.
  • Required to speak effectively before groups of Senior Management, clients, subcontractors, and/or employees of the organization.
  • Good computer skills particularly in Microsoft Word, Excel, Power Point and Auto Cad is preferred
  • Conflict Resolution and Problem Solving, Time management are all part of the job


  • Degree in Engineering or Qualification in HSE related construction field is preferred (qualification of attended seminar by the candidate is also a key support in this role)
